That’s not a bad idea, and it connects with rhetoric around low and middle income communities — the part I struggle with is that there are often very low-income regions within a high-income country. It might be that it’s more useful to talk about low-income regions (country-agnostic) sometimes and low-income countries (as nation-states do act as entities depending on the context) other times.
